Research-based solutions in tobacco control -- Third National Conference

Mumbai, 15th December, 2014: Third National Conference on Tobacco or Health (NCTOH) was organized by Salaam Bombay Foundation in collaboration with WHO (World Health Organisation), Ministry of Health and Family Welfare, Action Council against Tobacco, Healis - Sekhsaria Institute for Public Health and Tata Memorial Hospital.

The two-day long event took place on 15th and 16th of December, 2014. 500 participants and 25 speakers from India and abroad came under One roof in Mumbai to share their experiences and ideas in work towards tobacco control.

Charter of Demands

  • Ban flavored / processed / packaged chewing tobacco all over India
  • Increase taxes on all forms of tobacco to reduce consumption.
  • Expedite the proposed COTPA amendment bill.
  • Ban E cigarettes as recommended by the expert committee

This conference included discussions on topics like effectiveness of Pharmacotherapy and Behavioral interventions for tobacco cessation, tobacco control initiatives and innovations, tobacco use in youth and woman, smokeless Tobacco and Public health in global perspective, building evidence to integrate tobacco cessation services within health care systems and workplaces in India, different threats in e-cigarettes and areca nut, effective use of media for tobacco control in India, ten of COTPA (Cigarette and Other Tobacco Product Act) with its success and challenges faced. There were also discussions on judicial innovations to expand the impact of COTPA, prevention of youth access to tobacco, learnings from success stories in states of India, implementation status and challenges in COTPA and NTCP (National Tobacco Control Program), population based survey and prevalence of tobacco usage, challenges in tobacco control in India and multi sectoral action in tobacco control in India.

One of the key highlights of the conference this year is release of Global Smokeless Tobacco Report, compiled by CDC (Centers for Disease Control and Prevention) and the NCI (National Cancer Institute, USA). Devika Chaddha, VP, Operations of Salam Bombay Foundation, said, 'This conference brought together eminent speakers who could share their experiences in tobacco control in India. This made us understand the solutions to problems faced in implementation of Government policies. This is yet another step in the direction of our goal to save youth from indulging in this dangerous habit.' P C Gupta, President, NCTOH, said, 'We have always benefited from conferences of this nature. They give us opportunities to interact with dignitaries across various verticals coming together towards one goal of controlling tobacco consumption in India.'

The conference resolves to address the following:

  • Facilitate knowledge exchange among researchers, practitioners and policy specialists with an interest in tobacco control.
  • Provide the health community opportunities for networking and collaboration to further local, state and National level tobacco control goals.
  • Involve people from the interiors of India who otherwise cannot get to be a part of the major international conferences.
  • Build capacities of people to take Tobacco Control to the smaller towns and villages.

Speakers at the conference comprised a string of experts as Parishi Majumdar, Rana J Singh, Pushkar Singh, Nyo Nyo Kyaing, Sharmila Pimple, Deepak Mishra, Mira Aghi, Gauravi Mishra, Mangesh Pednekar, Samira Asma, Mark Parascandala, Shubhangi Parkar, Leni Chaudhari, Rati Godrej, Surendra Shastri, Vaishakhi Malik, Amal Pushp, Prakash Gupta, Vandana Shah, Justice Mukul Mudgal, Dhirendra Sinha, K R Thankappan, Rana J Singh, Jaspreet Kaur, A V Rinkoo, Surendra Shastri, Pranay Lal, Ram Barot, Bobby Ramakant, Arzoo Datta, Sharmila Pimple, Surabhi Shastri, Ashima Sarin, Pankaj Chaturvedi, K C Samira, Vineet Munish Gill, Purvish Parikh.

As a part of Inaugural ceremony, welcome address was given by A K D Cruz, Director, Tata memorial Hospital. Prakash Gupta, Director, Healis introduced the theme and Nata Menabe, WHO representative from India felicitated award winners of WHO World NO Tobacco Day. On the inaugural day, detailed presentations took place on various topics in tobacco control. Parishi Majumdar made a presentation on effectiveness of Pharmacotherapy and behavioral interventions. While Nyo Nyo Kyaing highlighted initiatives and innovations in tobacco control, Mira Aghi elaborated on tobacco use in youth and women. Day two opened with presentations by Vandana Shah on judicial innovations to expand the impact of COTPA. While Dhirendra Sinha was throwing some light on prevention of youth access to tobacco, Bobby Ramakant elaborated on implementation and challenges in COTPA and NTCP. Open forum discussion on challenges in tobacco control in India was moderated by Pankaj Chaturvedi and the conference closed with remarks from Pankaj Chaturvedi, President , Scientific Committee of 3rd NCTOH.
