Churachandpur District in Manipur has introduced a set of containment measures due to an increase in rabies cases. The district authorities have enforced the Epidemic Diseases Act of 1897, a law established by the Indian Government to curb the spread of hazardous epidemic diseases, to implement these control actions.

Regions Which Recorded Outbreaks

One district in Manipur recorded the majority of rabies infections and the cases were concentrated in certain subdivisions. The subdivision of New Zoveng Village in Churachandpur was identified as the primary hotspot. The village has now been declared as a containment zone by the district with immediate effect.

District Magistrate Dharun Kumar S has issued an official notification outlining measures to prevent the spread of rabies. Movement of domesticated pets and stray dogs in and out of New Zoveng Village is prohibited.

  1. All dogs, both domesticated and stray, will be vaccinated against rabies under the supervision of the District Veterinary Department.
  2. The Chief Medical Officer and the District Veterinary Department will conduct door-to-door health monitoring for residents and animals.
  3. The sale and transport of domestic dogs and other animals are not allowed during the containment period.
  4. A Control Room will be set up by the District Veterinary Department to coordinate response activities and handle public enquiries. Contact information will be made publicly available.
  5. Dog owners across Churachandpur are required to vaccinate their pets.
  6. Penalties will apply for non-compliance.
  7. Quick Response Teams from the District Veterinary Office will carry out mass vaccination efforts.
  8. Residents are advised to seek immediate medical care at government hospitals or health centres in the event of animal bites.
  9. Rabies vaccines will be provided free of charge at all government facilities.
  10. Public events involving animals are to be cancelled or postponed in areas affected by the outbreak.
  11. Authorities have stated that adherence to these measures is necessary to contain the spread of rabies.
  12. The public is expected to report any suspected cases pertaining to rabies or animal bites promptly
  13. The containment measures will remain in effect until further notice.

Violations of the order, including failure to vaccinate pets or involvement in illegal animal trade, will result in legal action under the Epidemic Diseases Act, 1897, and other applicable laws.
