Insulin needs to be used appropriately at the appropriate time. For example, a type 1 diabetic will need insulin from the beginning as it is needed for the survival. Type 2 diabetes, may be controlled with medications initially but as the pancreas becomes weaker, the insulin production of the body (endogenous production) goes on decreasing. In this case, the person might require an exogenous supply of insulin to control the blood glucose levels. It is something like, if you suffer from myopia, you need to wear spectacles to improve your vision and correct the condition. Similarly, body's requirement for more insulin when it fails to produce is met through insulin injection.
