If you are travelling by bike, then the best way to wear a scarf is to fold it around your ears in a circular manner as shown in the pic. This prevent the air from getting into the ears and thus, prevent ear pain, which is common during winters.
The other popular way to drape a scarf is to cover your ears and hair by wrapping it in such a way that only your eyes are visible (as shown in the pic). You might have come across women wearing scarf this way when travelling by bus, train and bikes to avoid air and dust.
You can also wrap a scarf around you head such that it covers the ears fully and also your hair. If you feel a bit suffocated while wrapping it across the nose, then wearing it this way is best.
Another simple way to use a scarf is to tie it across your nose. This works best if you are suffering from cold and cough as it prevent cold air from entering the nose and hence, helps you lower the ill effects of the cold weather.
Lastly, you can also use your scarf as a shawl. This is my personal trick as it helps me to beat the cold temperature in my office. Cover yourself with a scarf before you step into an air conditioned office during winter.
